arduino software

I've been trying to get arduino working on my vaio laptop with Windows ME.

Ver 17 didn't work. so i have loaded ver 9 after some forum searching. But it still seems to be unusable. A lot of jumpyness, a lot of extra unexplained sketches started.

I haven't been able to find a better version, or even where to ask. What do you suggest?

I have the same problem. I currently use one Arduino gy80 and I would add the gps.
